(1)TRANSACTION PROCEDURE FOB ROTTERDAM/HOUSTON 

1.The Buyer sends ICPO on receipt and acceptance of the Seller’s Soft Corporate Offer alongside with the Buyer’s CIS. 
2.Seller issues Commercial Invoice (CI) and buyer endorse and revert along with Tank Storage Agreement(TSA), with a Copy of international Passport (Data Page) and Company Certificate of Incorporation to the Seller.
3.Seller provide buyer with the below listed PPOP; 
A. Product Passport (Product Analysis Report). 
B. Irrevocable Commitment Letter to Supply. 
C. Tank Storage Report (TSR)/Authorization to Verify (ATV).
D. Authorization to sell and collect (ATSC) if necessary 
E. Tank to Tank Injection Agreement (TTIA) to be signed and returned and then seller provides buyer with SGS report, Injection Report, Unconditional DTA. 
4. Buyer within 24 hours after successful dip test in seller tanks provide tank storage receipt (TSR) Seller proceed for Tank to Tank injection and provide buyer with the injection report of the product into buyer tanks. 
5. Buyer makes payment for total cost of product injected into buyer tanks via MT103/TT wire, Seller transfer title ownership to buyer with all 
exportation documents required of buyer for the transaction.
6. Upon conclusion of first lift transaction, Buyer pays all intermediaries involved in the Transaction and proceeds with the signing of contract 
with Buyer.
 

(2)OPERATIONAL PROCEDURE FOB ROTTERDAM/HOUSTON.

1. The Buyer sends ICPO on receipt and acceptance of the Seller’s Soft 
Corporate Offer alongside with the Buyer’s CIS and Tank Storage Agreement (TSA) as Proof of Storage Tank availability. 
2. Seller verifies and issues: Commercial Invoice (CI). Buyer Signs and returns Endorsed CI to Seller along with an ATV approved by their logistics company for Seller’s verification purposes.
3. Upon receipt of the signed CI and the Endorsed ATV, Seller verifies and 
issue the following POP documents:
A. Seven 7 days Unconditional DTA
B. 48 hours Fresh SGS Report in Rotterdam
C. Loading Port Injection Report
D. Product Passport
E. Tank Storage Receipt(TSR)
F. ATSC (AUTHORIZATION TO COLLECT AND COLLECT)
G. Bill of Lading.
H. Commitment to Supply
I. Statement of Product Availability
4. Following the completion of the Dip Test, Buyer provides ATI and Seller injects fuel into Buyers leased storage tanks. Seller submits the full injection report to the buyer. 
5. Buyer makes 100% payment by MT103 TT/wire transfer for the total product and commissions to all agents involved within 24hours, after 
confirmation of the buyer’s payment Seller issues draft SPA to buyer to review for R&E monthly deliveries.
6. Buyer reviews and approves the SPA and issues SBLC irrevocable, transferable, auto revolving for 12 monthly shipment value for length of 
contract and for each lift per schedule. Buyer pays after dip test by MT103 Wire transfer on each monthly quantity.
7.The subsequent delivery shall commence according to the terms and conditions of the contract, and mandates/intermediaries/agents receive their commissions according to monthly deliveries.
NOTE: All banking charges from the Buyer’s bank shall be borne by the buyer and all banking charges incurred by the Seller at Seller’s bank shall be borne by the Seller.
 

(3) TRANSACTION PROCEDURE: FOB ROTTERDAM/HOUSTON.

1. Buyer issues ICPO, Company Registration Certificate and Data page of buyer’s Passport copy.
2. Seller receives buyer’s ICPO. Seller issues Commercial Invoice (CI) for the total product in seller’s leased tank in port terminal for buyer’s endorsement.
3. Buyer endorsed seller’s Commercial Invoice (CI) and return CI, along with buyer’s Tank Storage Agreement (TSA) from buyer’s Logistic Company as a proof of buyer’s availability of storage facility.
4. Seller acknowledged the endorsed CI as well verifies buyer’s TSA. IF well satisfied, Seller issues to buyer the following PPOP documents;
❖ DIP-TEST AUTHORIZATION – D.T.A. to buyer, to be endorsed by 
Buyer Tank farm.
❖ Legalized Commercial Invoice.
❖ Export License
❖ Guarantee Letter to Supply
❖ Statement of Availability of Product
5. Buyer sends copy of endorsed DTA to Seller within 48hrs. Upon receipt 
of endorsed DTA, seller issues the following PPOP documents below:

➢ Authorization to Verify
➢ Authorization to Sell and Collect
➢ Accreditation certificate
➢ Product Allocation Certificate
➢ Product Passport

➢ GPS coordinates/ location of Seller tanks at loading port including 
tank details, tank farm contact person and telephone number.
6. Buyer immediately orders his SGS inspection team to proceed for the 
dip test on the product in the tank at buyer’s expense.
7. Upon successful and satisfactory Q&Q test. Buyer provides his TSR and 
ATI to enable seller inject the product into the buyer’s tank.
8. Buyer pays for the total cost of the product in the tank or injected into 
the buyer’s tank via MT103/TTwire to Seller’s bank account.
9. Within 24hours upon receipt of the payment, seller pays commission to
ALL intermediaries that are involved in the deal.
10. Seller issues title change/transfer of product to buyer and buyer fully 
take over his tank and the product.
 

(4) FOB RESERVOIR TRANSACTION PROCEDURES(TANK TO  VESSEL & TANK TO TANK)

1.Buyer issues official ICPO with full banking and registration certificate.
2.Seller issues Commercial Invoice (CI).
3. Buyer returns to seller signed CI with Letter of acceptance and 
TSA/CPA .
4. Seller receives the signed CI and issue to buyer PPOP;

DTA, Buyer conducts Q&Q on the product.
7. Seller issues all exportation documents to buyer including these below documents.

(5) TRANSACTION PROCEDURE: FOB ROTTERDAM/HOUSTON.

1. Buyer issue ICPO containing the seller’s working procedure with 
banking details and scanned Copy of buyer’s Passport along with “TSA” and buyer company certificate of incorporation.
2. Seller issues commercial invoice of the product in tanks at the port, to 
be signed by buyer And seller.
3. Seller issues to buyer/buyer tank farm Company the petroleum bulk 
storage (PBS) and Chemical Bulk Storage (CBS) regulation form from 
the department of environmental Conservation to fill and return. 
4. Seller issues to buyer the PPOP listed below:
• Dip test authorization (unconditional DTA) 
• Reservoir storage receipt with GPS coordinates of where the tanks are located. 
• Injection report 
• Certificate of Origin 
• Authorization to sell. 
• SGS report. 
• Product Passport (Lab Analysis Report) 
5. Buyer inspects by SGS on buyer’s expenses and sends TSR. 
6. Upon successful dip test in tanks, product will immediately be injected 
into buyer’s tanks.
7. Buyer makes payment for the product via mt103/TT wire, and seller pays commission for ALL Intermediaries according to the signed commercial invoice.
 

OPERATIONAL PROCEDURE FOR CIF TO ANY SAFE WORLD PORT

1) Buyer Issue ICPO upon receipt of Sellers SCO.
2) Seller Issues Draft Contract ( Open For Any Amendments) To Buyer. Buyer Signs, Seals And Returns The Draft Contract To Seller For Final Endorsement. Seller Gives Partial Proof Of Products.

OPERATIONAL PROCEDURE FOR TANKER TAKE OVER(TTO)

1. Buyer issues official LOI/ICPO, Company Certificate of Registration, 
Buyer’s passport data page, Proof of Fund and Official Letter of acceptance 
stating to adhere to seller’s transaction terms and procedures.
2. Seller issues the Title Take-Over Contract (MOU) for review and 
endorsement by all parties. Buyer within 24 hours sign and return the MOU 
to seller.
3. Seller issues Proof of Product and Shipping documents as listed below;
(A) Certificate of Origin
(B) Bill of Lading (Buyer’s Company Name as Consignee)
(C) Vessel (N.O.R) Notice of Readiness
(D) Tanker Vessel Q88
(E) Ullage Report
(F) Cargo Manifest

4. Upon buyer’s receipt and verification of the above documents as well as 
verifying of the availability of the product on high sea, Buyer’s bank issues 
a preadvice for the total value of product to sellers fiduciary account. Seller responds with Preadvice to receive Instrument. Buyer’s bank immediately issues MT760 SBLC/MT110 BANKER’S DRAFT/MT700DLC/MT799 
BLOCKED FUNDS to seller’s bank covering the total value of the CARGO.
5. Upon seller receipt of the issued Instrument and due confirmation and authentication, seller orders Captain of the loaded vessel to re-route to the Cargo to buyer’s desired port.
6. Seller re-issue all POP and outstanding document in the company name of the potential/New Buyer. As such transferring allocation to the potential/New buyer’s name.
7. Vessel arrives the discharge port and buyer carries out the CIQ/SGS inspection and upon a successful inspection,buyer makes total payment by MT103 T/T for the full product to the seller.
8. Seller within 24 hours upon receipt of the payment from buyer pays all intermediaries involve in the transaction.

PROCEDURE 2:
TTO ASWP TRANSACTION PROCEDURES & PAYMENT TERMS
1. Buyer issues ICPO along with scanned copy of Corporate Registration and 
Undersigned Passport data sheet upon receipt of seller SCO.
2. Seller issues draft copy of Sales Purchase Agreement (SPA), Buyer signs and returns to Seller SPA.
3. All parties sign NCNDA/IMFPA commission protection agreement.
4. Seller appoints Russian Charter Company at its discretion and begin loading commencement and prepare for sailing.
5. Upon vessel arrival at loading port, Seller proceed to issue the following documents to Buyer:
a. Statement of Availability of the Product
b. Letter of Commitment to Supply
c. Notarized Product Passport with Ministry of Energy
d. Notarized Contract with Ministry of Energy
e. Vessel Loading Schedule
6. Upon loading finish, Seller send POP soft copies to Buyer’s designated email:

7. Once the captain dispatches the vessel from the loading port onboard to buyer nominated port of discharge, Buyer T/T or MT103 in USD 5% of the tentative total value of goods onboard as deposit payment .
8. Vessel set on voyage to Buyer discharge port and upon arrival at the anchorage point, Seller provides Buyer with:
a. Dip Test Authorization
b. ATB for Inspection according to SGS/CIQ standards
9. When arriving at the anchorage point of the port of destination, the tanker may be subject to joint random boarding inspection by the Coast Guard, Customs and CIQ/SGS.
10. Vessel continues to sail for berthing to the port per port authority’s instruction for discharging and execute full CIQ inspection for Q&Q.
11. Within three (3) banking days after full CIQ inspection, Buyer executes remaining %95 payment TT or MT103 in USD per the result of Q&Q report against goods title transfer from bank.
12. Upon completion transferred of 1st trial delivery, Buyer bank issues Operative IRDLC MT700 for 12-month contract and Seller issues 2% PB. 
13. For each delivery lot, Seller pays commission to all Intermediaries as per ICC NCNDA/IMFPA within 2 days.
 
PROCEDURE 3:
CIF ASWP TRANSACTION PROCEDURES & PAYMENT
TERMS
1. Buyer issues ICPO and it must be with the Buyer’s company letterhead.
2. Seller issues Draft Contract (open for any amendments)to the Buyer. Buyer signs, seals and Returns the Draft Contract to Seller for final endorsement.
3. Refinery/Seller registers and legalizes the endorsed contract with
the necessary legal authority, and pay for all the required Government associated fees for their services.
4. Seller and Buyer sign NCNDA/IMFPA, for all parties involved.
5. Seller gives Partial Proof of Products.

buyer cannot issue the SBLC MT760/DLC MT700 instrument within the 10 days stipulated time in accordance to the seller approved fiduciary bank verbiage. The buyer will have to make a guarantee payment of One hundred and fifty thousand United States dollars ($150,000,000) only Via TT/MT103 to the seller nominated account to enable the seller to process the paper works which includes the fresh SGS REPORT and all shipment documentations as well as moving the product to the terminal for loading, this guarantee payment shall be deducted from the full product value before final payment after confirmation of the product at the discharge port.
7. Seller’s Bank issues Full Proof of Product (POP) Documents to the Buyer’s bank, along with TWO PERCENT (2%) Performance Bond (PB2%) based on one month’s contract amount, as therefore listed below;
(a) Copy of license to export, issued by the department of the Ministry of Energy, Russian Federation.
(b) Copy of Approval to Export, issued by the Ministry of Justice, Russian Federation.

8. Shipment commences as per signed contract delivery schedule and the shipment should Arrive at Buyer’s discharge port within 5-24 days. The SGS inspection will be borne by the Seller at the loading sea port and Buyer at the unloading sea port.
9. Buyer releases payment to Seller by TT/MT103 SEVENTY TWO (72) HOURS upon receipt of The shipping documents and confirmation of the Q&Q by SGS/ CIQ at destination port.
10. Seller provides 110% insurance in favour of the Buyer.
 
PROCEDURE 4:
TRANSACTION PROCEDURES FOR CIF ASWP TRANSACTION PROCEDURES & PAYMENT TERMS
1. Buyer issues ICPO in accordance to seller working procedure along with buyer passport copy.
2. Issues S.P.A Buyer countersigns and returns S.P.A
3. Seller lodge S.P.A with ministry in charge of Oil & Gas Export Control for Export Approval to endorse Statement of Product Availability Certificate to Buyers along Logistic appointment letter(Seller expense)
4. Buyer and seller appoint shipping company for signing charter party agreement endorsement, both parties finalize shipping payment (for the trial deal only)
5. Upon confirm of the export approval by the Authority to Seller with the endorsement shipping schedule, seller bank release Proof of Product as listed below.
-Injection Report, -Bill of loading, -Tank Storage receipt (T.S.R)
-Vessel Q88,
-Shipping schedule stating estimated time of departure, estimated time of arrival,
-Dip Test Authorizations
-Product Passport

6. Upon verifying PPOP document buyer will issue IRDLC for the first month shipment value to seller’s bank account and seller’s bank release 2% performance Bond guarantee to buyer’s bank account.
7. Upon arrival of the vessel at buyer’s discharge port, buyer provides seller with shore tank storage facility coordinates necessary requirement to enable buyer’s SGS/CIQ conduct Dip Test.
8. Seller issues to Buyer Full DTA for immediate proceeding of inspection to buyer’s SGS/CIQ Agent.
9. Seller’s bank issues Full Proof of Product (FULL POP/CURRENT DATED SGS REPORT) Buyer’s bank pays the 100 of total value of product in buyer’s storage tank by wire transfer MT103 in accordance with seller invoice and SGS/CIQ inspection report.
10. Upon confirmation of payment, seller issues to the buyer the title of ownership and all exporting documents.

PROCEDURES 1:
TRANSACTION PROCEDURES FOB HOUSTON/ROTTERDAM DIP AND PAY ALLOCATION:
1). Buyer issue ICPO with seller working procedure on it as transaction procedure with banking details and Buyer passport scan copy
2). Seller issue commercial invoice of the product in tanks at port, buyer sign and return back commercial invoice to seller. 
3). Seller provide to buyer the Tank Storage Receipt (TSR) together with a dip test authorization (DTA) For buyer to contact the tank farm for dip test schedule, buyer extend seller tanks and receives full tanks coordinates from the tank farm to enable SGS Inspection team or similar laboratory to have access to the tanks for dip test on each tank. 
4). NCNDA/IMFPA will be signed by all intermediaries involve in the Transaction and forward to seller for endorsement, seller provide the below documents. 
I. Endorsed NCNDA/IMFPA. 
II. Authorization to sell and collect. 
5). Upon successful Dip Test in tanks and buyer SGS confirmation of Q&Q, buyer make payment for the total cost of product via MT103 and seller transfer title ownership to buyer and buyer lift product into vessel or completely take over seller tanks for further product storage .

1. Buyer accepts seller working procedure and issue ICPO addressed to the seller refinery.
2. Seller issues commercial invoice. Buyer signs and returns back commercial invoice and tank storage agreement (TSA).
3. Seller provide buyer with the below listed PPOP:

5. (NCNDA/IMFPA) will be signed, buyer within 24 hours after successful dip test in sellers tanks injection commenced and seller provide buyer with the injection report of the product into buyers tanks.
6. Buyer make payment for total cost of product injected into buyer tanks via MT103, Seller transfer title ownership to buyer with all exportation documents required of buyer for the transaction. Upon conclusion of first transaction seller pays all intermediaries involved in the Transaction and proceeds with the signing of contract with Buyer.
 
PROCEEDURE 3:
TRANSACTION PROCEDURES FOB HOUSTON/ROTTERDAM DIP AND PAY ALLOCATION:
1. Buyer issues ICPO addressed to with TSA from the approved tank to enable the seller legal/fraud department verify the quality, location and capacity of the storage tank
2. Seller issues Commercial Invoice, Buyer signs and Returns back to seller within 48 hours
3. Seller verify and approve buyer’s tanks farm by requesting for invoice of 5 days’ payment remittance, Seller leases the Buyer’s tank for 5 days only and provide buyer with payment slip. Seller issue Injection Schedule from a pipeline injection masters and Authority to inject (ATI)
4. Buyers tank farm provide seller with 5days TSR + NOR to receive receive the product
5. Seller injection masters /company commences with the injection of the product and seller releases the following PPOP documents to buyer
A: Product certificate of origin
B: Authorization to sale and collect (ATSC)
C: Product passport
D: NCNDA/IMFPA will be signed by all intermediaries involved in the transaction.
E: Daily Pre-Injection Report
6. Upon the completion of the injection seller issues DTA + ATV to Buyer, Buyer 
inspects product with SGS Agent.
7. After Buyer’s Successful Q&Q Dip Test on the product, Buyer makes the payment for the Total Value of the Product via MT103- TT.
8. Upon Seller Receiving the Payment for the Product from the Buyer, Seller issues to Buyer the Title Ownership of the product and all Exportation Documents of the product.
9. Buyer lifts the product with its vessel tanker. Seller pays all Intermediaries involved in the transaction and send SPA to buyer for one year subsequently monthly shipments continue as per terms and conditions of the contract.
 
PROCEDURE 4:
TRANSACTION PROCEDURES FOB HOUSTON/ROTTERDAM DIP AND PAY ALLOCATION:
1. Buyer accepts seller working procedure and issue ICPO addressed to the seller Refinery 
2. Seller issues commercial invoice. Buyer signs and returns back commercial invoice and acceptance letter. 
3. Seller provide buyer with the below listed PPOP. -Authorization to Verify (ATV) –
Product Passport (product analysis report) -Irrevocable Commitment Letter to Supply –
Tank Storage Receipt (TSR) -Tank extension payment invoice for minimum of three (3) days.
4) Buyer verify PPOP to confirm product existence in seller tank and make payment for tank extension for 3 days minimum.
5. Seller provides buyer with Full POP below: – SGS report of the product in tank – Injection Report – Unconditional DTA.
6. (NCNDA/IMFPA) will be signed, buyer within 24 hours after successful dip test in sellers tank, injection commenced and seller provide buyer with the injection report of the product into buyers vessels. 
7. Buyer make payment for total cost of product injected into buyer’s vessels via MT103, 
Seller transfer title of ownership to buyer with all exportation documents required of buyer for the transaction. Upon conclusion of first transaction seller pays all intermediaries involved in the Transaction and proceeds with the signing of contract with Buyer.
 
PROCEEDURE 5:
TRANSACTION SALES TERMS & OPERATIONAL PROCEDURE FOB PORT OF ROTTERDAM
1. Seller Issue SCO for buyer Review and Acceptance.
2. Buyer submit ICPO
3. Seller issue Commercial Invoice, Buyer signs and returns to Seller with Valid TSA
4. Seller issues the following PPOP documents:
A. Authorization to sell and collect (ATSC).
B. Commitment to Supply
C. Product Passport
D. Tank Storage Receipt (TSR).
E. NOR (Notice of Readiness)
5. Buyer provides logistics TSR and ATI. Seller or their authorized agent schedule 
injection and complete transfer of product into Buyer’s tank farm terminal.
6. Seller Provide Injection Report, Unconditional DTA and Authorization to verify the product (ATV) to the Buyer. (NON NEGOCIABLE)
7. Buyer pays for the SGS and Conduct SGS inspection.
8. Buyer Successful Q&Q (SGS) Dip Test on the product, Buyer makes the payment for the Total Value of the Product injected into the tanks through the means of MT103-TT.
9. Upon Seller’s receipt of product payment from Buyer, Seller issue to Buyer the Title of Ownership and all exporting documents of the product.
10. Seller pays commissions to all intermediaries involved in the transaction according to the signed NCNDA/IMFPA.
 
PROCEEDURE 6:
TRANSACTION PROCEDURES FOR FOB ROTTERDAM 
1. Upon acceptance of seller’s Offer, buyer issues Purchase Order (ICPO) and Tank Storage Agreement.
2. Upon acceptance of buyer ICPO/TSA, Seller issues Commercial Invoice/ICC Warning Letter for buyer’s review and signing.
3. Buyer signs the commercial invoice and returns to seller, the signed CI/ICC Warning Letter, seller issues the POP Documents as shown below:
– Q&Q Report
– Clean–on–board Ocean Bill of Lading/Q88
– Export License
– Cargo Manifest
4. Upon Buyer confirmation of the above POP on the arriving loaded vessel, buyer 
provide below Tank details within 3 days to enable seller commence Injection once the 
Vessel is moored.
– TANK RECEIPT valid for 5days (Minimum)
– Notice of Readiness issued by Storage Tank Company
– Authority Letter to Verify/Inject
5. Upon vessel arrival at Buyer’s nominated port, Vessel Captain shall communicate with Injection Company to commence the injection of the product into buyers Tanks for DIP TEST to be carried out *NCNDA/IMFPA is signed by the involved parties.
6. Upon successful Q and Q including Dip Test, BUYER pays for product by Wire Transfer / Swift MT-103 into the Seller’s account.
7. Seller releases original POP documents in buyer’s name and Trans-loading commences.
8. Pays commissions to all intermediaries, Both Parties proceed with the signing for a 12 Months FOB Rotterdam contract upon completion of the first trial order.

2. Seller issues the Commercial 
Invoice (CI) to the buyer for the available quantity in tank storage. Buyer signs and  return within 4 working days. 
3. Seller issues Seller’s TSR, Certificate of Origin, Dip Test Authorization (DTA) Letter containing Tank storage location. Buyer countersigns the DTA with the Seller’s Tank Farm and Seller’s Tank farm presents the tank storage receipt (TSR) to Buyer. 
 4. Upon receipt of the signed DTA and fresh TSR issued by Sellers tank farm from the Buyer, the Seller issues the following POP documents: 
 A) Product Passport. 
B) Fresh SGS report (Not less than 48 hours).
C ) Export License. 
D) Authority to Verify (ATV). 
E) Refinery Commitment to supply. 
F) Statement of available of the availability of the product.
 G) Authorization to Sell a nd conducts Dip test on the product in the Seller’s tank at seller’s expense. 
 6) Upon successful Dip test and after Seller complete injecting product at Buyer’s Tank or Buyer’s vessel/ ship, buyer makes 100% payment for the first trial lift via TT wiring after Seller transfer ownership of the product to the buyer. 
 7) Seller pays all intermediaries and lift the product into buyer’s cargo 
 8) Subsequent Monthly delivery commences
 
B. CIF PROCEDURE
1.Buyer accepts Seller’s procedure and issues ICPO with the following:

 •passport copy
 •Acceptance letter stating to adhere to seller’s procedure
 
2.Seller acknowledges buyer’s ICPO and issues contract to buyer open for amendment, buyer signs SPA and return the contract to the seller in word format within 4 working international day
 
3.Seller makes the final signature and covert the contract to PDF and Send to buyer as final approved contract along with soft performance guarantee POP documents given below:

5. Upon Seller’s bank confirmation of SBLC/DLC or 50% shipping cost fees of $100,000 USD, Seller transfer the following full POP documents to buyer via email or DHL courier Service

PLEASE NOTE: 
1) The ICPO Be Addressed To(Contact us for who to address it to)
2) The ICPO/LOI must be in buyer’s letterhead with authorized signatory and stamp. It is mandatory that the 
document carries the buyer’s bank and bank officer’s contact information. The names and positions of the Company representative signing the LOI/ICPO must be clearly indicated. Otherwise, the document has no legal value; the documents must be fresh (recent date – the most 1-3 days old max.) The letterhead of the Company requesting the commodity must correspond to the Bank Account Holder on the banking 
information provided.
3) Due Diligence: Seller will be at liberty to do their own due diligence as they deem fit & reserves the right to reject any Buyer’s CP & ICPO/LOI, Logistics after DD or request POF.
4) Seller can change the Refinery depending upon the availability of the product.
5) NO Circulation: The offer is strictly meant for the addressee as stated in the email & is prohibited for circulation. 
6) No bill of ladings, pre-injection reports, reservoir receipts, warranties, SGS reports, or past fulfilled contracts will 
be presented as “past performance”, sanitized or not, for the following reason: 
• Against trade regulation 
• Against stated SGS policy 
• Violates formal contract confidentiality between buyer & seller.
7) All fraudulent documentation and activities will be reported to: ICC; FBI, Bureau of Justice Assistance / DOJ: 
Interpol.
 
CIF PROCEDURE(LK)
1. Seller issue Soft Corporate Offer to Buyer and Buyer review and agrees with Seller and Buyer issue ICPO to Seller.
2. Seller issues Draft Contract to buyer, buyer review, and makes any necessary amendments, sign and return back to seller along with NCNDA for all parties to fill for Commission Payment.
3. The Seller sends copy of the approved final Contract to the Buyer along with below PPOP Documents:
A. Commitment to Supply
B. Indigenous Analytical Report Q&Q
C. Statement of Product Availability
D. Company Tax Registration
E. Export License
F. Product Certificate of Origin
G. Charter Party Agreement (CPA)
4. Upon receipt of the above Documents, Buyer issues SBLC MT760 to seller bank within Seven (7) banking days to guarantee the payment of the product.
5. Upon confirmation of the SBLC MT760 to guarantee product payment, Seller’s bank activate buyer’s SBLC MT760 along with below full POP documents to buyer’s bank after loading of the product;
A. Legalized/Notarized Contract
B. Full set of three Original and Non-negotiable Bill of Lading
C. One Original Ullage Report issued at Loading Terminal
D. One Original and three copies of Vessel Q88
E. One Original and three copies of Freight Cargo Manifest
F. One Original and three copies of Vessel Tanker Details
G. One Original and three copies of SGS Certificate of Quality and Quantity
H. One Original and three copies of Master’s Receipt of Samples
I. Commercial Invoice for the balance payment of the product after CIQ at discharge port.
J. One Original and three copies of cleanliness Report at Loading Port
K. Certificate of Ownership.
6. Shipment commences.
7. Buyer Pays via MT103/TT as per the commercial invoice as soon as possible after the unloading and CIQ/SGS inspection at the discharge port. 
8. Seller pay Commission to all Intermediaries involves as signed in the NCND/IMPFA.
 
CIF WORKING PROCEDURE(ZG)
1. Buyers issues Irrevocable Corporate Purchase Order (ICPO) along with company profile & Buyer passport. 
2. Seller issues the draft SPA for buyer’s review and signing with SBLC (MT760) / DLC (MT700) verbiage.
3. Seller issues the following PPOP document to Buyer;
 Product Quality Passport Quality Certificate. 
 Certificate of Product Origin. 
 Product availability 
 Commitment letter to supply the product. 
 Commercial Invoice 
4. Buyer’s bank in accordance with seller’s verbiage shall issue SBLC (MT760) / DLC (MT700) within six (6) 
working days for first shipment’s value to seller’s financial bank to enable seller commence loading of product with the shipping company. 
5. After confirmation by Seller’s bank, Seller at own expense, charters with shipping/logistic company and alert 
buyer on shipment ordered graphic/schedule accompanied with submission of nominated Vessel details to buyer.
6. Seller issues full POP to Buyer upon confirmation of Buyer’s instrument; 
 Copy of the Port Storage Agreement. 
 Copy of the CPA, to Transport the Product to Discharge Port. 
 Vessel Q88. 
 Original BL (full set). 
 Copy of SGS Report.
7. Upon successful product confirmation against SGS/CIQ Report of Quality and Quantity at destination port, Buyer makes payment by MT103 within 48 hours.
8. Seller pays commissions as per NCNDA/IMFPA. 
 
CIF PROCEDURE – GZ
1) Buyer confirms Soft Offer and issues an official Irrevocable Corporate Purchase Order (ICPO). 
2) Seller sends Sales and Purchase Agreement (SPA) and Commercial Invoice (CI) along with Seller’s SBLC 
MT760 / DLC MT700 Verbiage format and a Ready, Willing and Able (RWA via MT 799) format to Buyer and 
Buyer reverts with the following documents properly filled out to Seller: 
• Completed SPA and CI signed and sealed. 
• Buyer’s Information Sheet (CIS) on Buyer’s letterheads, containing also: 
a. Copy of Company Registration Certificate
b. Passport copy of signatory
• Ready, Willing and Able (RWA) letter issued by Buyer’s bank (template provided by Seller) 
• Authorization to verify the RWA letter by our bank 
Note: We will forward Buyer’s bank RWA letter to our bank only to get their ok to proceed with the Buyer. This shall 
protect us from non-performing parties. 
3) Seller releases to Buyer the below listed Partial POP Documents. 
 Refinery Commitment to Supply 
 Certificate of Origin 
 Statement of availability of product 
 Product quality passport (Analysis test Report) 
4) Buyer issues SBLC swift MT760 / DLC swift MT 700 (According to the contract verbiage) within seven (7) banking days from a prime bank or A++, A+ or A credit rated bank only* to Seller’s nominated fiduciary account. 
5) Seller signs the CPA with a shipping company and issues the Full POP documents and 2% PB to Buyer’s bank.

7) Within 3 working days of Vessel arrival, buyer release full payment via MT103 after CIQ/SGS at the destination

8) Seller pays all intermediaries accordingly within 72 hours.
 
CIF WORKING PROCEDURE – Bonny Light Crude Oil / ALCO / OLCO / ARMCO
1. Buyer accepts Seller SCO and issues ICPO with working procedure & banking details on company letterhead, Passport copy of signatory, Company Registration Certificate.
2. Seller issues Sales & Purchase Agreement (SPA) & Seller’s bank verbiage (SBLC/MT760). Seller & Buyer 
sign SPA with full banking coordinates and electronically signed SPA is considered legally binding. Buyer 
also sends Client Information Sheet (CIS) and NOR/ATB Format.
3. Buyer’s bank issue Pre-advice MT799 (RWA) from top Prime Bank to Seller’s fiduciary account. 
4. Upon confirmation of Buyer’s Pre-advice, Seller’s fiduciary account issue 2% Performance Bond to Buyer’s account. 
5. Buyer bank sends OPERATIVE IRREVOCABLE SBLC (MT760) to Seller bank by SWIFT, valid for One Year
6. Upon confirmation of buyer’s SBLC, Seller within 5 banking days nominates a Vessel.
7. Buyer releases his port of discharge (POD) to the seller. Seller loads vessel in buyer’s name as the consignee on the entire shipping document and sends the details of the loaded vessel to the buyer.
8. Seller’s captain issues both ETA, NOR and copies of standard shipping documents, furnish both buyer and buyer’s bank with the following documents in buyer’s name which Includes: 
A. Clean on board ocean Bill of Lading,
B. Certificate of Quality, 
C. Certificate of Quantity 
D. Certificate of Origin,
E. Vessel Ullage Report, 
F. Receipt of Samples,
G. Cargo Manifest
H. Authority to Sell (ATS), 
I. Seller Commercial Invoice. 
9. Buyer and his harbour master acknowledges the NOR/ETA.
10. Seller’s captain sails the loaded vessel to buyer’s port of discharge and upon arrival at the buyer’s port of discharge, seller’s vessel captain issues NOR to tender the vessel’s arrival and issues Marine ATB from his vessel domain via e-mail to the buyer’s inspection agents and copy buyer.
11. Buyer conveys his appointed Super Cargo and Inspectors on board the vessel and conduct Quality and Quantity analysis test and the Result is tendered to both the buyer and seller. 
12. Upon positive Q&Q Result, Buyer pays for the cargo via MT103 wire transfer based on 3 days average on Dated London Brent Platts while the crude oil is discharged into the buyer’s tanks. Seller Transfers the Title to the Buyer.

4. Upon the sign of DTA by all parties Seller issues fresh SGS Report, Tank receipt, Injection Report, Certificate of Origin, Refinery Reservoir Receipt.
5. Buyer order SGS to Conduct Dip test of the product in the Seller Tank on buyer expense upon successful dip test, Buyer provide vessel details or Tank details,
Seller shall immediately submit the (SGS) inspection Report along with the full Proof of Product (POP) to the Buyer.
6. Buyer makes 100% payment by MT103 TT wire transfer for the total product and Seller pays Commission to all intermediaries involved in the transaction within 24 hours after confirmation of the Buyer Payment.
 
 
SECOND  PROCEDURE FOR FOB DIP AND PAY RUSSIA, ROTTERDAM, HOUSTON PORTS
1. Buyer sends ICPO to Seller on receipt of Seller’s Soft Corporate Offer.
2. Seller issues commercial invoice CI, for the available quantity to Buyer, Buyer Signs and returns to Seller with TSA and NCNDA/IMFPA signed
by all buyer groups with commission structures.
3. BUYER EXTENDS SELLERS TANK FOR MINIMUM OF 3 DAYS TO ENABLE BUYER DIP AND INJECT INTO VESSEL DIRECT FROM SELLERS TANKS.)
4. Seller confirms Buyer tank extension programmed injection also proceeds with registration on the PPOP documents with the (MOE)
Ministry Of Energy Russian Federation.
5. Seller issues the registered documents as follows:
FRESH SGS REPORT
TANK RECEIPT
INJECTION REPORT
CERTIFICATE OF ORIGIN
REFINERY RESERVOIR RECEIPT
6. Buyer order SGS to Conduct Dip test of the product in the Seller Tank on buyer expense upon successful dip test, Buyer provide vessel details
for Tank details, Seller shall immediately submit the (SGS) inspection Report along with the full Proof of Product (POP) to the Buyer.
7. Buyer makes 100% payment by MT103 TT wire transfer for the total product and Seller pays Commission to all intermediaries involved in
the transaction within 24 hours after confirmation of the Buyer Payment.
8. Buyer Lift the product with its Vessel Tanker.
9. Seller pays commissions to all intermediaries involved in the transaction according to the signed NCNDA/IMFPA.
 
 
 OPERATIONAL PROCEDURE FOR LOADED VESSEL TANKER TAKE OVER (TTO)/SPOT/CIF
 
(1) Buyer issues an official ICPO to the exact quantity in the sanitized MOU to the Seller.
(2) Seller issues original MOU to the Buyer within 24 hours
(3) Buyer countersigns the original MOU and forward back to the Seller.
(4) Seller issues below documents to the Buyer:
A) Certificate of Product Origin
B) Storage Tank Receipt
C) Product Passport (Quantity & Quality Dip Test Analysis Report)
D) Bill of Lading
E) Tanker Vessel Q88 Document
F) Ullage Report
G) Cargo Manifest
H) Invoice for Title Takeover Payment fee of $650,000 USD
(5) Buyer’s shipping agent makes contact with the vessel master to verify and confirm above POP documents/vessel position. Buyer’s bank transmits US$650,000 via SWIFT MT103/TT to the Seller’s nominated bank as transaction guarantee for the total product value within 48 hours.
(6) Seller’s transfers Title ownership to the Buyer after payment receipt confirmation by the Seller’s bank. Seller’s bank transmits full POP documents to the Buyer’s bank.
(7) Buyer’s bank transmits payment for the balance cargo value to Seller’s bank via SWIFT MT103/TT after successful Quality and Quantity inspection and at sight of complete set of original shipping documents at Buyer’s discharge port within 24 hours.
(8) Seller’s bank transmits commission payment to all Intermediaries as per IMFPA within 24 hours on confirmation of receipt of payment from Buyer’s bank.
 
 
TANK TO TANK PROCEDURE FOR FOB DIP AND PAY RUSSIA, ROTTERDAM, HOUSTON PORTS
 
1. BUYER ISSUE ICPO WITH TANK STORAGE AGREEMENT (TSA).
2. SELLER ISSUE COMMERCIAL INVOICE (CI) FOR THE AVAILABLE QUANTITY IN THE STORAGE TANK IN ROTTERDAM WITH ICC WARNING LETTER.
3. BUYERSIGNS AND THEN RETURN THE CI WITH NCNDA/IMFPA SIGNED BY THE BUYER GROUPS WITH COMMISION STRUCTURES AND THE ATV AUTHORIZATION TO VERIFY ON THE BUYER TANK FARM COMPANY LETTERHEAD.
4. SELLER PROGRAMS THE INJECTION AND THEN ISSUES BUYER THE FOLLOWING DOCUMENTS: *THREE DAY UNCONDITIONAL DIP TEST AUTHORIZATION (DTA)
*FRESH SGS REPORT INSPECTED IN ROTTERDAM
*SHORE TANK STORAGE RECEIPT (TSR)
*(ATV) AUTHORIZATION FOR PHYSICAL VERIFICATION OF THE PRODUCT
*INJECTION REPORT SHORE TANK ROTTERDAM
*CERTIFICATE IN ORIGIN
*PRODUCT PASSPORT
*NOTARIZED AND ENDORSE NCNDA/IMFPA BY THE SELLER AND THEIR BANK
*AUTHORIZATION TO SELL AND COLLECT
5. BUYER UPON PHYSICAL VERIFICATION OF THE PRODUCT AND PPOP CONFIRMATION ORDER SGS TO CONDUCT DIP TEST AND IN SELLER STORAGE TANK ON BUYER EXPENSE.
6. UPON SUCCESSFUL DIP TEST, BUYER PRESENT TANK STORAGE RECEIPT (TSR) OR VESSEL DETAILS.
7. SELLER COMMENCE INJECTION IMMEDIATELY INTO BUYER TANK “ISSUE BUYER TITLE OWNERSHIP CERTIFICATE TO BE FOLLOWED BY ALL EXPORT DOCUMENTATION.
8. BUYER MAKE PAYMENT BY MT103 OR TT WIRE TRANSFER FOR TOTAL PRODUCT AND LIFTS THE PRODUCT AND SELLER PAYS ALL INTERMEDIARIES INVOLVED IN THE TRANSACTION
   
 
PROCEDURE TANK TO VESSEL
1. Buyer sends ICPO to Seller on receipt of Seller’s Soft Corporate Offer.
2. Seller issues commercial invoice CI, for the available quantity to Buyer, Buyer Signs and returns to Seller with NCNDA/IMFPA signed by all buyer groups with commission structures to issue the deal true Tank to Vessel.
3. Seller issues to Buyer:
   (A) Product passport
   (B) Certificate of Origin
   (C) Refinery commitment Letter to supply
   (D) Tank Extension payment invoice for Buyer to pay for the extension from the Seller’s tank into Buyer’s vessel.
4. Upon the confirmation of the extension fee by the Storage Company, Seller issues Dip Test Authorization letter signed by all parties.(Buyer and Extension Tank Farm Company).
5. Upon the countersigning of the DTA, Seller Register DTA with the Ministry Of Energy (MOU).
6. Seller issue TSR for Buyer to order SGS or INTERTEK and Conduct Dip test of the product in the Seller Tank on buyer expense upon successful dip test of the product in the Seller’s tank.
7. Buyer provides vessel details (Q88), Seller shall immediately submit the (SGS or INTERTEK) inspection Report along with the full Proof of Product (POP) to the Buyer including Notice of Readiness To Inject.
8. Seller commences injection into Buyer vessel and issued Injection Report to Buyer.
9. Upon the confirmation of the total quantity Injected into buyers’ vessel, Buyer makes 100% payment by MT103 TT wire transfer for the total product.
10. Seller pays Commission to all intermediaries involved in the transaction within 24 hours after confirmation of the Buyer Payment.
                                                
NOTE: TRANSACTION PROCEDURE MUST APPEAR IN YOUR ICPO/LOI

1. When and where necessary, would require end buyer’s official ICPO in order to get FCO/SPA. Moreover, contact us for who to address the end buyer’s official ICPO to and template of the ICPO will be provided where necessary.
